다가 내려가다

go up, then back down

-다가 marks breaking off mid-course, so this is coming back down after having gone up. Several lines are numbers doing exactly that — a salary that climbs steeply then falls, a figure spiking and dropping, news about something rising and falling — and the doubled 올라갔다가 내려갔다가 is the stock way to say it. Other lines are physical, such as a person moving down the stairs while laughing.
