Reports someone else's words in casual speech, with 그러다 doing the job of 하다. Five of these lines end in 그러더라고(요) or 그러던데, which specifically flag the information as secondhand: 서울 엄마 아빠 택시라는 게 있다고 그러던데 'I heard there's a thing called the Seoul parent taxi.' It also heads off a misreading of your own words — 네가 잘못했다고 그러는 게 아니고 'I'm not saying you did anything wrong.' 다고 하다 is the same thing in neutral register.
