A quoted statement in "-다고" plus 쓰다 "write", almost always as 써 있다 or 써 놓다, meaning it stands written somewhere. It reports what a label, menu, book or script says: it says it's made with real Reese's peanut butter, it says right there it's made of sugar, the menu had it written that it's very spicy, the script literally said "cute". It also reports an author's claim — you wrote in the book that you were hypnotised in prison; the Fed wrote it could cut rates twice next year.
