Two things sit under this heading. One is 다 있다 with 다 meaning "all": big tomatoes and cherry tomatoes, they've got the lot. The other, and the commoner one in these lines, is 있다 있다 said twice as a spoken exclamation on finding something — "there it is, there it is", said when the thing turns out to still be there, or spotting one over here after the moth attack. It is a reflex of relief or discovery rather than a considered statement.
