A plain-form statement running straight into 어떡해 or 어떡하다, "what do I do about it". It is the reflex reaction to something overwhelming, good or bad: I'm so nervous, what do I do; he's too cute, what do I do; it's shaking, what do we do. In the more formal 어떡하겠습니까 and 어떡합니까 lines it turns rhetorical — the country is cramped and there are this many people, what can you do about it? 어떡해 is the contracted spoken form of 어떻게 해, and it is everywhere in speech and captions.
