찍다 is the verb for taking a photo or video, and the -어 verb in front says how it is done: holding the camera up overhead, walking around catching people, filming somebody about to cry. The same verb also means bringing something down hard on a spot — one line uses it for a downward punch — and marking a ballot, which is the line about 52 percent. Repeated as a command, 찍어 찍어, it means 'shoot it, quick'.
