올라오다 is coming up to where the speaker is, and the verb in front says how: walking up to the twenty-second floor, following someone up, working up through round after round of inter-class contests, coming up like sprouts. Much of the rest is the bare shout telling someone to come up. The contrasting verb is 올라가다, going up away from the speaker.
