This reports an order or request that someone else made: 다음 월말평가를 준비해라고 해 주셨어요 'they told me to prepare for the next month-end evaluation', 멈춰라고 해줘야 'you have to tell them to stop'. Textbooks write this ending -(으)라고 하다; the -어라고 spelling you see here is how people actually say it out loud, built off the blunt imperative -어라. A couple of lines instead quote a phrase or a thought word for word — 뭐 어때라고 하고 맞받아칠 'to fire back with a 'so what?''.
