내다 is putting something out into the world, and the -어서 verb says how it was prepared. Handing in: 꿈을 적어서 내면 할인을 준다니 "apparently they give a discount if you write your dream down and hand it in", 대충 써서 냈어요? "did you just scribble it and hand it in?". Releasing: 보완을 해서 내시고 "you fix it up and put it out". The same verb also covers paying — 등록금을 내다 "pay tuition" — and making a sound, 소리를 내다.
