세우다 is making something stand, the causative partner of 서다 'to stand'. It covers putting up a building or a monument, parking a vehicle somewhere, pulling a fallen person to their feet (일으켜 세우다) and bringing someone to a halt (멈춰 세우다). It is also the verb Korean uses for making plans, which is why 계획을 세우다 appears twice here.
