뜨다 is rising, floating or appearing. Three lines are the sun (해 떴다, the sun's up), and four are a number appearing in a result — 43.8%가 떴습니다, 마이너스 16%가 떴다는 말이에요 — the everyday way to say a figure came out at some value. The verb is intransitive: the thing itself comes up or shows up; you do not 뜨다 something.
