Two readings, and the examples here lean hard on the second one. With a plain verb it announces a loose intention: 점심으로 뭐 드실 거예요? 샐러드 먹을까 해요 'I'm thinking of having a salad.' But five of these eight lines are 지 않을까 하다, a double negative that means 'I rather thought it might' — 좀 짤이 돌지 않을까 했는데 요만큼도 안 돌더라고 'I thought it would go viral, and it got nothing.' That shape is a guess, not a plan.
