-(으)ㄴ데 / -는데 sets up a 'but' or a lead-in, and 하다 follows it. Two things happen in these lines. One is plain contrast: 이런 말들을 하고 싶은데 하지 못해서 'I wanted to say these things but couldn't'. The other is 하다 used as 'say / think' to quote what went through your head: 집에 가져 가서 좀 먹고 싶은데 하고 가방에 넣어요 'thinking I'd like to take this home and eat it, I put it in my bag'.
