Turns a flat statement into an impression about how things stand right now: 근데 저는 그게 안 좋은 거 같은데 'I don't think that's good.' Most lines here sit on a describing word — 괜찮은, 좋은, 많은 — where English would just say 'is'. Korean speakers hedge like this constantly, so it signals politeness more than genuine doubt. 을 거 같다 does the same for what is still to come, 던 거 같다 for what you remember.
