This is how people say out loud that someone told someone else to do something; the fuller written form is -(으)라고 하다, with 그러다 standing in for 'say'. Lines here relay an instruction — his wife told him to ask for a photo, grandma tells you to come and eat, firms are told to hand over their machine tools — or set up a hypothetical, as in 'if you asked me to pick the worst freshwater fish'.
