닿다 is contact or arrival — a hand not quite reaching (1층도 안 닿았는데 2층이 어떻게 닿냐고), water touching skin (물이 이렇게 닿으면 안 되잖아), glasses resting against your face (안경이 어쨌든 이렇게 닿는 부분에). It works for news and feelings arriving at a person too: [힘들게 닿은 프로듀싱 소식], [그렇게 닿는 이 없이 훨훨 날아간 수많은 뻐꾸기들...]. 만지다 is touching something on purpose; 닿다 is simply making contact.
