얹다 is putting one thing on top of another — a topping on rice, a heap of wasabi on a slice of fish — and the -게 adverb says how. Six of the eight lines here use 이렇게 'like this', because the speaker is demonstrating with their hands while talking. It stretches to non-physical layering too: 거기에 또 사투리를 이렇게 얹어서, 'and then you lay a dialect on top of that'.
