감싸다 is wrapping something all the way round: 겉에 튀긴 국수가 얇게 감싸져있어, 'the fried noodles wrap it in a thin layer'. Most lines here use the warm figurative version, 감싸주다 — being wrapped up by someone or something: 나를 포근하게 감싸주는 그 느낌, 아들이 추울까봐 따뜻하게 감싸주는. The feeling is protective, which is why a scent or a home can do it as easily as a blanket.
