게 합치다

put them together, merge them

An adverb in "-게" plus 합치다, "combine, merge into one". Most lines are 이렇게 합쳐서, a speaker showing the joining as they explain it: combine them like this, Canada and the US taken together, a flexibility bill that would let them be merged this way. It also covers a state of being merged — it was confusing when they were combined like that, oddly fused together. 합치다 is you joining them; 합쳐지다 is them ending up joined.
