훔치다 does two jobs and both are here. Stealing: it'd get snatched like that in a flash, kids on the news had stolen something, are you really stealing that where everyone can see? And wiping: I wiped it away lightly, a quick sweep of the hair with the mop. There is a third, 훔쳐보다 "steal a look, peek" — why are you peeking? The "-게" adverb sets the manner: 빠르게 quickly, 살짝 lightly, 뻔뻔하게 brazenly.
