깎다 is taking material off a surface with a blade, so it covers whittling and carving, peeling with a knife, and cutting hair. In these lines the recurring pair is asking how on earth something was carved, and saying you got your hair cut short. It is also the verb for haggling a price down, though that sense is not in these lines.
