깔리다 is something lying spread across a surface, and the adverb gives the texture: napkins laid out, grass covering a small patch, a thin film of oil across the bottom, white haze under the fog, a ball skimming low. Figuratively it is a heavy atmosphere settling thickly over a room after harsh criticism, and software spreading widely across machines. 깔다 is what you do to lay something down; 깔리다 is it being laid.
