This makes someone do something, or arranges matters so that they can: 다른 사람이 나를 우러러보게끔 하려고 'trying to make others look up to me', 직접 이용할 수 있게끔 했다 'made it so people can actually use it'. The plain causative -게 하다 means the same thing; -게끔 하다 puts extra weight on the intended result, so it sounds more deliberate — you engineered the outcome rather than just told someone to do it.
