내리다 covers letting something down and, with weather, coming down from the sky. The adverb says how: 이렇게 내리다 "pull it down like this", 조용하게 내리는 비 "rain falling quietly", 소복하게 내리는 눈 "snow settling softly". 내려주다 is doing it for someone — dropping them off, or washing a meal down with a drink. One line has 내려놓다, setting something down, which doubles as "letting it go".
