틀다 is switching on an appliance or putting media on — a heater, a fan, a TV, music: 히터 완전 세게 틀어놓고 'with the heater turned right up', 혼자 음악 크게 틀고 'putting music on loud by myself'. -게 gives the setting (세게 strong, 크게 loud, 시원하게 cool, 잔잔하게 quiet). 틀어놓다 means leaving it running in the background: 다 집중해서 보기보다는 그냥 이렇게 틀어놓고 'rather than watching closely, just having it on'.
