follow along; catch up

따라가다 is going after something, either literally trailing a person or closing a gap. These lines lean on the second: China catching up fast to the US, needing to catch up faster, a growth rate keeping pace. The literal use is here too, other members keeping up smartly, following someone hurriedly, and someone trailing along puzzled.
