Literally, 타고 달리다 is riding something at speed: 말을 타고 달리다 "gallop on horseback", 자전거 타고 달릴 때 "when you're out on the bike". Figuratively it is charging ahead at a goal, usually as 달려나가다 — 딱 목표만 보고 달려나가는 그런 뜨거운 열정, "the burning drive that looks only at the target and runs". That second sense is a staple of motivational talk. The -고 clause supplies either the vehicle or the mindset.
