-고 puts the grip first and 흔들다 supplies the shaking: 들고 흔들다 'hold it up and wave it', 잡고 흔들다 and 쥐고 흔들다 'grab hold and shake'. 쥐고 흔들다 is also a set idiom for having someone completely under your control — 너무 쥐고 흔들어 'he has them totally in his grip'.
