깔다 is laying something flat — spreading a mat, putting something underneath — and in tech talk it is installing an app or a system, which is what 또 가입하고 깔고 'sign up and install it' points at. Three of these lines, though, are not this verb at all: 깐족대다 and 깐족거리다 mean needling or winding someone up, and the analyzer has swept them in.
