The 고 clause chains the step before boiling, and in six of these eight lines that step is putting something into the pot: the soup base first and then boil, rice into the ramen and boil, the whole ingredients in and boil, kimchi in and boil. It is straight recipe narration. 끓이다 is boiling something, and by extension making a soup or stew, while 끓다 is the water doing the boiling by itself.
