고 꾸미다

dress up, do yourself up

꾸미다 is making something look better than plain — doing yourself up, decorating a room, arranging a garden. -고 chains it with the effort that went in: 옷을 입고 꾸미고 나를 치장하고, 맘 먹고 꾸민 거고 'I made a real effort with this'. 각 잡고 꾸미다, in the first line, is getting properly dressed up rather than throwing something on.
