모이다 is people or things coming together of their own accord; when somebody gathers them it is 모으다 instead. The -고 in front says what came before: gathering after the shoot wrapped, gathering in red clothes, gathering because no decision could be reached. Doubled as 모이고 모이다 it means building up bit by bit — warm feelings, or dust accumulating until the pressure rises.
