The 고 clause gives what happened just before the fall: losing balance near the summit, stepping on a cushion, stepping on a banana, wearing new shoes, riding badly. 넘어지다 is toppling over from standing, so tripping, slipping or going down on the spot. It is not 떨어지다, which is falling from a height down to something lower.
