고 놀리다

tease someone, make fun of them

놀리다 is to tease or mock, and the "-고" in front links it to what you did first or what you used to do it. Two shapes appear here: 가지고 놀리다, making fun of someone over something — teasing him about his surname, deliberately twisting his words and mocking him — and 라고 놀리다, mocking by saying a particular line, as with the taunt "Trump's still here?" 놀리다 also means to move something or leave it idle, but every line here is the teasing sense.
