빼다 is taking something out or removing it — pulling your hand back after a touch, taking money out, subtracting a cost. It nearly always travels with its opposite: 넣고 빼고 (put in and take out), 밀고 빼고 (push and pull), 더하고 빼고 (add and subtract), which are three of these lines. The -고 sets the two halves side by side as one back-and-forth action.
