쏘다 is firing something: a tank going off with a bang, an order to shoot if you are going to, refusing to respond to radio contact, holding it to your face and firing. The 고 clause gives what precedes the shot. Two of these printed lines only sound like the pattern, since they are English words written in Korean letters rather than this verb at all.
