떠들다 is talking loudly — chattering, making a racket. All but one of these lines use the set pair 웃고 떠들다 'laugh and carry on', which is the standard way to describe a lively, noisy good time: 1시간 동안 웃고 떠들다가 'after an hour of laughing and talking'. The remaining line uses 쉬지 않고 떠들기 'chattering without a break'. Note that 떠들다 can carry mild disapproval — 웃고 떠든다거나 하는 거는 예의가 아니라고 합니다 says it can be rude.
