Makes a negative command or request: don't call after nine, don't stop, don't worry, don't tell them yet. The polite ending is what nearly every example uses, and it lands as friendly instruction rather than scolding; the bare form is blunt and used between close friends. It only works for telling someone not to do something — to say that a person simply does not do something, Korean negates the verb itself instead.
