지만 어쩌다

but nothing can be done

-지만 is 'but', and two continuations recur here. 어쩔 수 없다 is resignation — it's boring but there's nothing to be done, it's a shame but there it is — and 어쩌겠어요 is the rhetorical 'what can you do?'. The other is 어쨌든, 어쨌건 or 어쨌거나, which brushes the objection aside and gets to the point: only one percent, but it fell for the first time anyway.
