-지만 concedes a doubt and 있다 insists the thing is real anyway, which makes this the answer to an implied "surely not?": 놀랍지만 있습니다, 어떻게 그럴 수가 있나 싶지만 있습니다, 또 아닌 분들도 작지만 있었나 봐요. It also concedes a point already made before adding to it: 아이가 아까 얘기했지만 있는 게 유리할 수도 있습니다. The lines here are explanatory, the tone of someone correcting an assumption.
