할라고 is a relaxed spoken squeeze of 하려고, so this means "intend to" or "be about to": 하 마무리 할라고 했는데, 그냥 넘어갈라고 했는데 지금 보이시나요?, "내가 할라고 하고 있는데". The same lines show its relatives — -ㄹ랬더니 for -(으)려고 했더니 (들어갈랬더니, 프랑스로 보낼랬더니) and -ㄹ래도 for -(으)려고 해도 (뭐 하나를 할래도). It also describes something on the verge of happening by itself: 얼굴 터질라고 한다. Write -(으)려고 하다 in anything formal.
