잡히다 is the passive of 잡다 'catch, grab', so the subject is on the receiving end. It ranges over being arrested (대통령이 잘못하면 잡힐 수도 있어요), being caught as fish (낚시에 가면 잡힌 게 있습니다), and turning up in results — 가장 많이 이렇게 치면 잡히는 애들, 'the ones that come up most when you type it in'. The -(으)면 just supplies the condition.
