지다 here means losing a contest. Six of these lines are the same chant: 안 내면 진 거 가위바위보 — "you lose if you don't throw" — shouted to make everyone play rock-paper-scissors on the same beat. Away from the chant it behaves normally: 잠을 못 자면 진 거잖아 "if you can't sleep, you've lost". One line uses a completely different 지다, the one for the sun going down: 4시 반이면 질걸.
