The most frequent reading here is paying up: 세금 내라고 하면 내고, 이 정도면 내죠, 9.7대책 열심히 한 다음에 부족하면 내겠다, 안 내고 뻐기다가 진짜 진짜 안 되면 내긴 해야 된다. But 내다 also means putting something out or producing it — 멤버들이 아이디어를 많이 내면 낼수록, 소리도 웬만하면 내주면 좋아요. So look at what follows the verb: money gets paid, ideas and sounds get produced.
