A conditional -(으)면 clause plus 올라가다 'go up'. It covers physical movement — 긴장하면 올라가는 손 'the hand that goes up when he's nervous', 올라가자 그러면 올라가고 'if someone says let's go up, up we go' — and also numbers climbing, as in the one finance line here: 금리 인하하면 올라가겠죠 'if rates are cut it'll go up'. Repeating it, 올라가면 올라갈수록, means 'the higher you go, the more…'.
