올리다 is putting something up, and these lines use it for raising a number and for raising your voice: if you hold out they raise it, if you are told to raise it you have to, the more you lift the end of the sentence the more irritated you sound. Several lines repeat the verb on both sides of the condition, which is a common way of asking whether being told to do something really makes it happen. The same verb also covers uploading and serving food, though that is not what these lines are doing.
