With a stretch of time as its object, 보내다 means passing or spending it, and -(으)면서 says what fills it: 45분 중에 30 분을 SNS 보면서 보내더라고요, 아르바이트하면서 보낸 20살, 이런 거를 생각하면서 보내느라 조금 바빴고요. Grumbling your way through a month counts as a way of spending it too (2월 너무 춥다 이러면서 보내는 것 같습니다). Careful with the -드리다 form, which is different: 재밌는 게임을 하면서 보내드릴까 합니다 is presenting a segment to the audience.
