바 is a formal word for 'the matter or fact of', so -ㄴ 바 없다 denies that something was ever done. Every line here is that kind of denial: nothing has been decided, nothing confirmed, no such review was carried out, we were never told. This is the language of official statements and news copy — in ordinary speech people just say they didn't do it.
