A past modifier "-(으)ㄴ" plus 바 (an old formal word for "the thing done") plus 있다, giving "there has been an instance of". It states on the record that something already happened: has already unveiled such a robot, reported it to the authorities immediately, mentioned it on K-pop Day last week, the Korean government has acknowledged the need. Every line here is written news or narration — this is stiff, documentary register, and it would sound absurd in conversation, where you would just use the plain past tense.
