Reported speech with the quotative 고 left off, which is normal in speech: 제가 안 한다 했잖아요 is 'I told you I wouldn't do it.' The 한다 해도 shape sets up a supposition, 'even supposing they say' — 9시 30분에 출발한다 해도. Swap 하다 for 그러다 and you get ㄴ다 그러다, the same thing one notch more casual. One line here, 한다 한다!, is not reported speech at all — it is just people shouting that she is doing it.
